In Miami County, Troy/Piqua, Near Dayton OH, you can get the license 60
days prior, and it's good on the day you get it. You both need to go with
your driver's licenses and $35 CASH ONLY. You don't need a blood test or
anything. You should call the county court house in the county is which
one of you resides to find out their exact hours, since I'm
almost positive you need to get the license issued in the same county the
ceremony will take place in. Of course all this is for Ohio residents I'm
not sure if there are special rules for out-of-staters. Hope this helps
